Landscaping and Building Permit Information

Before installing a patio, deck, driveway, fence, pergola, fire feature or other exterior improvement, Western Springs property owners should confirm the Village’s current building, zoning, right-of-way and inspection requirements.

Does Your Western Springs Project Require a Permit?

The Village of Western Springs requires permits for new construction and alterations to existing buildings and structures. Permit review helps maintain public-health, building-safety and land-use standards.

Requirements may depend on the project’s location, dimensions, materials, impervious surface area and effect on drainage, utilities, parkway trees, setbacks and the public right-of-way.

Submit before construction begins: Building permit applications and related documents may be emailed to the Community Development Department. Do not begin work until the required permit has been reviewed and issued.

The Western Springs Permit Process

1. Review the project-specific guide The Village publishes permit guides for decks, patios, driveways, fences, fire features, pools, garages, sheds and other projects.
2. Contact Community Development Confirm whether the project requires building, zoning, engineering, Cook County, IDOT or right-of-way approval.
3. Prepare the building-permit application Identify the proposed work, project address, property owner, applicant, contractor and estimated construction cost.
4. Prepare the property documents Patios, decks and fences generally require a current plat of survey showing the proposed improvement.
5. Include the contract and construction details Provide the signed proposal or contract together with construction details, plans and the complete scope of work.
6. Submit the application Email the completed application and supporting documents to the Community Development Department or submit them as otherwise directed by the Village.
7. Complete Village review Village staff may review zoning, lot coverage, structure, drainage, public right-of-way and parkway-tree impacts.
8. Obtain the permit before beginning Do not begin permitted construction, excavation or demolition until the permit has been issued.
9. Schedule required inspections Request each inspection by email with sufficient advance notice and before the work is covered or concealed.

Plat of Survey and Lot-Coverage Review

Deck, fence and patio applications generally require a copy of a current plat of survey. The proposed improvement should be drawn clearly on the survey with its dimensions and location relative to property lines and existing structures.

The current permit application also requests surface-area information for driveways, patios, decks, walkways, primary structures and accessory structures so the Village can review total impervious area and applicable lot-coverage limits.

Public Right-of-Way and Parkway Trees

The building-permit application asks whether work will occur within the Village’s public right-of-way or parkway and whether the project may affect public trees or their root zones.

A separate Cook County or Illinois Department of Transportation permit may be required when work affects a County or State right-of-way.

Property owners should contact Community Development before completing site plans when a project may affect parkway trees, public infrastructure or construction access.

Required Construction Inspections

Building inspections are generally scheduled Monday through Thursday between 7:30 a.m. and 2:30 p.m. and Friday between 7:30 a.m. and 11:00 a.m.

Inspection requests should be emailed at least 48–72 hours in advance and should include the permit number, project address, inspection type and contact information.

Base and Pre-Pour Patio bases, driveways, sidewalks, concrete work and other improvements before paving or pouring

Footings and Underground Work Deck footings, post holes, utility lines, drainage piping and gas or electrical work before concealment

Final Inspection Completed construction, grading, safety features and site restoration before permit closure

Do not cover footings, underground lines, structural framing or other work that requires inspection until Village approval has been received.

Contractor Licensing and Landscaping Work

Western Springs requires Village licenses and bonds for most contractor trades. The current contractor application includes separate categories for landscapers, concrete contractors, paving contractors, excavators, fence contractors, masonry contractors and other trades.

Landscaping work that requires a permit generally requires the applicable contractor license, surety bond and fee payment. Routine work that does not require a permit, such as mowing or lawn maintenance, may still require contractor registration and a license fee.

The Village’s contractor requirements should be confirmed before a contractor submits the building-permit application or begins work.
